Vintage Chic is a very popular style. Even at wal-mart you can find complimentary colors to the teal. I agree with a light pink-coral color. You might even want to consider a quilt from the store. The quilt will supply you with an entire color palate you can pull inspiration from. Keep the room light and airy- try to stick with pastels.
Black and white bedding is a little harsh. Definitely hold on to the white elements, just use very feminine accents. Accents on the bed such as frilly pillows and such.
Black furniture isn’t exactly what I think of when it comes to Chic. Mainly the furniture associated with chic is white with distressed spots that show wear. So if you don’t want to paint your furniture just do some quick fixes and try to not make it so dominate. Things like switching out pulls and handles to glass knobs, adding a chic floral "table runner" on top of your dresser and if you’re brave you can put chic pattern contact paper on the sides of your furniture and/or on the front of drawers.

The contact paper should peel off without harming the finish on your furniture- just peel slowly and have some goo gone on hand for any tacky residue left behind.
In terms of the chair, you can do whatever you want as long as you use the right accents. I agree a papasan chair isn’t exactly chic. You might consider an old rocking chair- it could even be black as long as you add either a throw and some pillows or put some vintage style cushions on it.http://www.apartmenttherapy.com/uimages/sf/5-9-noodylicious2.jpg If you want something larger, you might be able to pull off a wicker style chair.
Choose a floral rug. Since you have black furniture your room won’t be all the way chic in appearance but florals are definately chic.http://www.foreverpinkcottagechic.com/images/AccentPieces04.jpg
Shelves sound great. Definitely add knickknacks and white rose or even porcelain trinkets would be great.
You might consider a buying some old shutters and connecting them with hinges to create a trifold screen- a place to hang jewelry or pictures or block off an open closet. The screens don’t have to be the same height, but if you go to a flea market or antique store, you could buy everything for the project for under $20. You could put it behind your chair to kind of help draw attention to your excellent chic chair. As I mentioned before, adding porcelain, frilly doilies (laced or cloth), vintage jewelry or jewelry boxes laying about will also help. Perhaps put old picture frames on the walls.
Good luck.
Too specific of a question. Not many people care to read all of that, especially if they don’t know what it is. Go with your gut feelings.
