Did you buy this house sight unseen? Or did you know you were buying a house with a less than professional reno. It should have given you the idea to ask the previous owners if they did any other reno work such as plumbing or electrical by themselves. Not a good thing. You should hire a contractor because the height of this counter could be a result of something inside the wall that can’t be moved or reduced in size. The previous owners probably thought they could do the reno themselves no problem but found out the hard way that they could not. At least get a few estimates.
