You could still do a black tie wedding if you liked. This about down south and the southern bell’s balls… those are black tie.. (not that you want a southern bell ball… but it can be done).
If black tie is what you want… black tie is what you should do. You need to amp of the decor which means luxurious flowers. I would keep centerpieces simple, red roses. Not just like 12.. but do vases of like 40-50 roses…. really go all out.

they have a great deal on roses… and if you didn’t want to arrange them (although it woul dbe easy) you could hire a florist to do it for you.
As for the chairs…
Option A: Chair covers
Option B Rent chairs. Chavari chairs are elegant… and would make the feel of the reception a lot more formal. They are expensive though at 8.00 per chair- if you are opting for a black tie wedding you should be able to dish out the money for this. Think about it… your guests have to rent tuxes, buy formal wear, etc… It’s a pain for your guest- you should wow them with a great wedding.
I would also think about renting linens. Your colors are very pretty- and by rusting you mean like a wood feeling… it will go nicely. Especially if you go with a black and white damask.

Secondly you can still go with black and white, there is no reason why not!
Like the last peson I say rent chair covers and go for it. I am still searching for a venue for a Sept wedding.
