call the police or child services, remain anonymous, dont even tell your husband what you are doing, and yes this is TOTAL CHILD ABUSE,
I don’t believe it’s child neglect. Maybe you can help get rid of the cats and have a cleaning day over there? Or make further arrangements for the child to stay with you while he gets back on his feet.

hard times have nothing to do with getting off your but and cleaning your house, they are lazy and gross. i think your husband should just have the uncomfortable conversation with his childhood friend.
No wonder why they are broke all the time, how many animals do they have? Yes, this does constitute a call to Child Protective Services. I believe you can remain anonymous. Please do it today.
Better to be safe then sorry, if child services finds nothing wrong then no harm will come of it, but at least you tried.

do both the parents work, if not they should really try and get a job
can you tidy up so at least they have somewhere tidy to live in and you could wash any clothes for them
i no it not far that you can’t do much to help but they have to help themselves as well and there is no excuse for being messy if they are disabled or can’t work for some reason can’t they claim money

Pretty nasty… call the ASPCA & CPS annonymously. If they’re so "poor", how can they afford to feed all those cats? Nothing against cats, I have ONE and only one & we keep our apartment immaculate. And for goodness sake, they could get papertowels, comet, and 409 for under $5!
Yup,it is child neglect.Contact your local CPS.This child is the parent’s responsibility.NO child should be living in this type of condition,if your gonna have pets you gotta take care of them they are also your responsibility.But maybe the family is going through a tough time give them some time to see if their condition improves,if not call CPS right away!

this Is DEF a Form of child neglect. Not being able to help the kids is leaving them emotionally scarred. Suggest to them that selling the cats is a good idea. Maybe help out by washing the bed seats,

Edit: I know itll be hard but theyre pets are getting pet neglect too. Explain to the if they bring their pets to the ASPCA they’ll get wormed and they’ll get cleaned and live happy lives.

Unfortunately it does sound like they need help. Calling child protective services does not mean they will be automatically lose the children. They might provide counseling and parenting classes which might encourage them to clean the house. Poverty is no excuse for having a messy house. You can call CPS and your identity wil be confidential. Best of luck and I hope they get their act together for the sake of the their children.
My house is not perfectly clean. But may children are fed. When my kids refuse to clean what they know are theirs to clean then I refuse. But to let it continue is a no-no. I her clothes are dirty and smell of cat pee then she is being neglected. Everyone is having a hard time right now , but they could at least make sure the kids are clean. You may want to make that call. God only knows what else might be in that house that they can’t see that can really hurt them all.
they might be violating city laws (if they are in a city) just by having so many cats. if they have enough clean liter boxes, cats shouldn’t be using the furniture to potty.
If the father was laid off, he should have enough time to clean.
I think you either report them for having too many cats in an unclean environment or for having a child in an unclean environment, or both. If they were really good friends of mine, I would sit them down and tell them that animal control and human services would take their pets and their daughter if they saw this and they need to do something and you’ll help them get started but they’ll have to keep up with it on their own. If the cats aren’t fixed, see if there is a low income spay/neuter place that will do that for free so they don’t end up with even more cats.
i hope you can help them get back on the right track. if not, definitely make some anonymous calls.

Neglect is frequently defined in terms of deprivation of adequate food, clothing, shelter, medical care, or supervision.
Some states also include failure to educate and failure to provide adequate medical treatments to children as forms of neglect.
This child is living in a filthy environment and isn’t given proper clothing or nutrition. It is shameless that you are allowing this to continue. You need to contact the Child Protective Services immediately. If the child goes to school, contact the counselor at school as well. They’ll look into it, and make an additional report to CPS with all the weight that their authority carries. This environment is very unhealthy and she isn’t likely to raise her own children any better in the future if she isn’t taught that this isn’t an appropriate way to live.
You also need to contact your local ASPCA. This environment and the condition of those animals is criminal animal abuse. As much as they claim to "love" their animals, if they truly cared about them, they would give them to someone who could properly care for them.
I know it is difficult reporting people who you care about, but something must be done. The authorities will help them try to rectify the situation before any moves to remove the child. Think about this: If you saw someone treating their child this way that you didn’t know, wouldn’t you report them? The child’s (and in this cause the animals’) well being must be the top priority.
Being poor doesn’t mean you can’t be clean.
