You have the legal right to cut off any boughs that over hang your property line but only up to the property line. If I were in your position, I’d tell this neighbor that I was going to do this and then do it. If you hire someone, get at least 3 estimates before deciding and then make sure you supervise them while they do it or else they might get ‘creative’. This will prevent giving the neighbor anything to hold against you in court. The air space above your property, up to a certain altitude, is part of your property.
If I’m not mistaken, you have the right, and I believe, the responsibility to prune anything that hangs over your property as well as what’s on your property. Check with your local magistrate.
